Vision and Mission Ethics and Anti-Corruption office

The vision of the directorate

The goal is to see the nature of a university free from corruption by 2022, with greater ethical construction.

Mission of the Directorate

  • Reduce the risk of corruption by providing training to the university community on building ethics and moral values ​​to create an attitude and awareness that can prevent corruption and malpractice.
  • Conduct preventive corruption prevention activities;
  • Ensure that the entire university community actively participates in the fight against corruption.

Cyber Security team

The cyber security plays a crucial role in protecting the university's digital assets, infrastructure, and data from cyber threats. This position is responsible for monitoring and responding to security incidents, implementing and managing security controls, conducting vulnerability assessments, developing security policies.

Key Responsibilities:

 Threat Monitoring and Incident Response:

o    Monitor security alerts and logs from various security tools

o    Analyze security incidents to determine their scope, impact, and root cause.

o    Follow established incident response procedures to contain, eradicate, and recover from security incidents.

o    Document security incidents and actions taken.

o    Participate in post-incident analysis and recommend improvements to security controls.

      Security Control Implementation and Management:

o    Design, implement, and maintain security controls and technologies

o    Develop and maintain security configurations and documentation.

o    Evaluate and recommend new security technologies and solutions.

o    Ensure the proper functioning and effectiveness of security controls.

         Vulnerability Management:

o    Conduct regular vulnerability scans and penetration testing of university systems and applications.

o    Analyze vulnerability reports and prioritize remediation efforts.

o    Track and report on the status of vulnerability remediation.

o    Provide guidance to system owners on addressing identified vulnerabilities.

         Security Policy and Awareness:

o    Assist in the development, implementation, and maintenance of university security policies, standards, and procedures.

o    Contribute to the development and delivery of security awareness training programs for faculty, staff, and students.

o    Promote a culture of security awareness across the university.

         Data Protection and Privacy:

o    Assist in the implementation of data protection and privacy measures.

o    Ensure compliance with relevant data privacy regulations.

o    Participate in data security incident investigations.

         Security Architecture and Planning:

o    Contribute to the development and maintenance of the university's security architecture.

o    Participate in the planning and design of secure IT systems and infrastructure.

         Threat Intelligence:

o    Stay up-to-date on the latest cyber security threats, trends, and vulnerabilities.

o    Analyze threat intelligence feeds and incorporate relevant information into security monitoring and defenses.

The national attention given to the expansion and improvement of higher education as critical factors in the country’s development has explicit and implied requirements for the use of ICT in realizing the objectives. Wollega University’s role as a major contributor to these expansion and enhancement efforts, along with the imperative contained in its own ambitious strategic plan, call for the speedy improvement of the efficiency and quality of its academic and administrative functions. This is hard, if not impossible, to accomplish without adequate ICT support.

The ICT Development Office was established in the past few years by a few individuals to realize that the Wollega University would be wise to join the information age by adopting the technology that has been transforming the world. The newly formed office under supervision of the president Office initiated a project that has resulted in a Local and wide area network (WAN) construction which is installing a networking physical infrastructure and expansion of internet service for the main and branch campuses. The network, which connects all the building s of the university, has been growing now. The services delivered through the infrastructure have also been increasing.

Even though the new role Wollega University has played in the exploitation and use of ICT and the fact that it now has a relatively basic infrastructures, however, it is still far from a point where it is effectively served by ICT. At the same time, Wollega University’s need for and reliance on effective ICT support is now greater than ever.

The ICT Development office is responsible for all information systems development, customization, deployment and continual improvement across the University and all its campuses. It administrate the University LAN, website and mail server including other content management systems.ICT Development office as well resolving systems issues and maintenance of office electronic and Networks. Indeed the office suggests different ICT solution in order to facilitate the teaching-learning, administrative, research and community service   duties.

As strategic plan of the university the effective utilization of ICT infrastructures and services is must in prospecting academic and administrative tasks of the university. Development and implementation of various systems and services will be accomplished in the near future to take the academic & administration of the university to a higher level.

Support & Maintenance

One of the basic activity done by ICTDO office is to offer a reliable and timely ICT service to the user.  The user support unit of ICTDO  is responsible in planning and coordinating activities to fully satisfy the user in terms of proper utilization of hardware, software and network  services.

Roles and responsibilities:

  • Single point of contact for ICT related issues, problems, requests … 
  • Provide quick services to its users, provide problem identification, support and resolution functions to its customers
  • Record, monitor problems being reported to ICT,  update users on status of problems, and report
  • on service level metrics for services provided
  • Compile a knowledge base of problems and solutions, for use by first level support personnel
  • Track and report on Service Level performance that it achieves and ICT delivers
  • Maintain failed office equipment (printer, ups, computer, laptops, phones, network devices)
  • Perform preventive maintenance regularly
  • Keep an inventory of maintained and replaced items
  • Prepare depreciation, discarding and replacement plan for equipment.

This team composed of

Senior and Junior Technicians

  • Senior and junior technicians are responsible to provide reliable and timely user support .The main task of technicians is to plan preventive and proactive PC hardware, software and networking maintenance for the user. In this group the following ICT support technicians will perform the activities
  •       Hardware technicians
  •       Software technicians
  •       Network technicians
  •      Daily activities that will be done by these members:
  •   ·  Receive user requests for hardware, software and network maintenance from user
  •   ·  Perform preventive maintenance for all university ICT resources(printer,copier,fax,computer,etc)
  •   ·  Provide on-site support to end users if required
  •   ·  organize network installation activities
  •   ·  Request material resources required for end-user support
  •    ·Provide individual training and support on request to the users
  •   ·  Install application and system software for user as required
  •    ·Resolving incident as first line support  and advice to user
  •   · Troubleshoot problems and takes appropriate measures
  •  ·  Forward unattended problems to the responsible body (system/network administrators)
  •   ·  Provide direction to new users of existing technology
  •   · Train staff about potential uses newly emerged technology
  •   ·  Provide advice about purchase of ICT resources /electronic device specification
  •  ·   Perform preventive maintenance for all university ICT resources(printer, copier, fax, computer, etc)
  •   ·  Perform other tasks assigned to them by their supervisor

Software Programmer

This unit is responsible in developing several software applications that have specific purpose in the university

Roles and responsibilities:

  • Analyzing business processes of different sections of the university and come up with automation solution
  • Automate and facilitate the student-instructor communications
  • Automate and facilitate the full life-cycle activities of students and staff ( from enrollment to   graduation/resignation/retirement)
  • Verify the compatibility, scalability and Integrality the different business automation application going to be implemented in the University
  • Developing or customizing applications 
  • Planning and designing application to automate the administration system of the university (Human Resource, Finance. Procurement, e-learning) and other as required.
  • Developing different web based application to sophisticate the academic, administration and research activities.
  • Working on  quality control mechanism for developed and planned applications

Infrastructure & Services Unit

This unit is lead by a team leader, is responsible for the over all current and future university’s LAN/WAN and communication infrastructure and services planning, assimilation and implementation duties.

This team is including different ICT professionals who are responsible to Network and system administration duties and responsibilities.

Roles and responsibilities

  • Create and manage the physical layer connectivity of new and existing campuses, buildings, classrooms, offices and laboratories
  • Create and manage the IP layer connectivity
  • Plan, implement and manage the Internet connectivity
  • Creating acceptable use policy for the network and Internet
  • Secure the network from Internal and external threats
  • Monitor real time status of the physical and logical connections
  • Log and audit network access
  • Create and manage application-ready local cloud infrastructure
  • Update and patch the operating systems and middleware in data centers
  • Plan, implement and manage internal communication and collaboration platforms (email, portal, unified communications, etc.)
  • Plan, implement and manage online and offline backup
  • Plan, implement and manage patch management and end point malware protection for campus users and staff workstations
  • Plan, implement and manage central Identity management solution for existing and new systems to be implemented
